Board Approves Updated Facilities Naming Policy and Procedure The updates still allow the public to name or rename new and existing facilities

Greensboro, N.C. – At the Feb. 27 Board of Education meeting, the board approved updates for the Naming Facilities policy FDCA and procedure FDCA-P, which governs the naming of new schools and existing building and athletic facilities.

Of the two options put out for public comment in January, the board voted to approve Option A, which establishes a Board committee to review nominations, formalizes the guidelines previously found only in the procedure by embedding them in Board policy, and updates some procedural issues to reflect current practices of the board and staff.

The naming of new schools, the renaming of existing schools and the naming of major public school facilities in 
the Guilford County School District is the responsibility of the Board of Education. 
Naming a school is a matter of great importance deserving of the thoughtful attention of the Board and the 
Administration. 
The Superintendent is directed to develop a procedure to address the naming of schools with the following 
guidelines: 
1. Nomination Process 
Nominations for namings and re-namings may be submitted by Board members, parents, 
alumni, school staff, and other residents of Guilford County.The Superintendent shall 
determine the administrative staff responsible for implementing the procedures established 
for naming schools and facilities. All nominations received with completed documentation will 
be presented to the full Board for consideration. 

1.2. Board Review Committee 
The Board chairman shall establish a committee to review all nominations received with 
completed documentation. Using the guidelines established by the Board, the committee will 
determine which nominations to bring to the full Board for consideration. The Board and/or 
Committee may also submit, substitute, or amend a name or names as it deems appropriate. 

2.3. Project Teams 
Project teams established for construction projects will not be responsible for the naming 
process, but may present nominations for consideration. 

3.4. New Schools 
New schools should be officially named when the site location has been determined; facility 
design is in progress and before construction begins. 

5. Public Hearings 
After the nomination process has been completed and recommendations have been 
presented to the full Board, aA public hearing will be scheduled for the purpose of hearing 
comments from the community in support of, or, opposition to the names being considered. 
.After receiving a name or names for a first reading, and conducting a public hearing on the 
names being considered, the Board will open a public-comment period to facilitate community

input. A second public hearing will be held when the names are presented for a second 
reading. The Board reserves the right to submit, substitute or amend names as it deems 
appropriate. 
II. GUIDELINES 
Recommendations for naming a facility from the Board of Education, the Board’s naming committee, individual 
Board members, individuals or school or community groups will be submitted to the Superintendent’s Designee 
(District Relations Office) using the format provided. Consideration will be given to the following: 
A. Requests to honor distinguished persons who shall have made an outstanding contribution to a school, the 
Guilford County Schools, the community, the county, the state, or the nation, and who are either deceased or 
retired from active participation in the school, community, county, state, or national affairs for which they are 
being recognized. These nominations shall include supporting materials that address: 
a. The rationale for the recommendation 
b. Biographical and background information regarding the proposed name 
c. Attributes / Qualities 
i. Demonstrated record of recognizable excellence in their respective field evidenced by a variety of outstanding 
accomplishments, awards, leadership, and service roles in their profession, community, professional and civic 
organizations 
ii. Demonstrated positive role model for others 
iii. Demonstrated commitment to excellence 
4.1. iv. Exhibited positive values like honesty, integrity, sense of fairness, self discipline, teamwork, 
dedication to work, etc.

This option still allows naming or renaming of new and existing facilities, and parts of facilities; however, a new board committee will review naming considerations before any nominations or names are placed before the full board for consideration.

The board voted at its July 25 meeting to review the policy. The board has not reviewed nominations that were submitted after that date.
